What about temporary closure due to war, power-grid failure or other large-scale incident? In other words, what if their existence is still legal, but for the duration of some emergency, casinos are inoperative?
Does this question apply only to physical gambling sites? If not, then how will this handle casinos that operate partly or entirely online? What about online operations that span national borders?
How should this question treat US overseas territories? Territorial waters? Inland waters?
Also, how will this resolve if the US ceases to exist (either breaks apart or goes by a new name under a new Constitution, or if the US Constitution is simply chucked out)?

@Uncle Jeff i would be inclined to define "temporary" as being closed for less than 3 months, and add that clause in the resolution criteria.
I'd suggest the question only pertain to physical/retail locations.
I'd define the US to be the states, DC, and indian territories (not sure if that includes marine territory implicitly?).
I would define "the US exists" as being governed under the US constitution (amended or otherwise), and preserving continuity to post-US casinos. eg. if the US abandons its constitution in 2080, and bellagio casino continues operating until 2180, the question would resolve in 2180.
