Now that we’re off and running, I wanted to post an update focused on the stadium picture because I think it could be the most underrated factor here and it works against a”Yes” resolution.
The matches with the highest heat risk are largely being funneled into climate-controlled buildings. Of the 16 venues, three are fully air-conditioned: Atlanta, Dallas, and Houston, and those are exactly the cities that show up over and over on the danger lists. The early heat-risk fixtures bear this out. AccuWeather flagged that in week one, Netherlands vs Japan in Dallas and Germany vs Curaçao in Houston both have over an 80% chance of performance-impairing heat, and that on June 17, England vs Croatia in Dallas and Portugal vs DR Congo in Houston both top 90%. Every one of those is in an air-conditioned stadium with a roof that closes.
That's not an accident. After the Club World Cup, Infantino said directly that FIFA would stage more matches at covered, air-conditioned venues to mitigate the heat. The closing roof is a known quantity in Dallas in particular, where they routinely shut it and run the AC when it's in the 90s. So the single hottest, most likely to force action matches are the ones most insulated from needing any in-game action at all.
Where I think the real residual risk sits is the open-air venues. Kansas City's Arrowhead has no roof, and it's worth remembering that during Copa América in 2024, an assistant referee collapsed during a hot, humid late-June match. That kind of on-field medical event is, to me, the most plausible route to FIFA actually halting play and citing heat, far more than a temperature reading alone. Miami and Monterrey are similar open-air concerns deeper into the schedule.

Recent Past Incidents
There have been two past incidents related to heat in the last 2 years, one in Kansas City, during a June 25, 2024 match where a referee collapsed due to heat illness and was rushed to the hospital, while another incident occurred in Miami in 2024, where a Uruguay player left the field at half time and later reported that he felt dizzy.
In Dallas, Houston, Monterrey, and Miami, at least three-quarters of June and July afternoons are expected to exceed the 82.4 (28°C) Wet Bulb Globe Temperature (WBGT) threshold in an average year. Around five matches are expected to occur when WBGT exceeds 82.4 (28°C), the level FIFPRO deems unsafe and advises match delay or postponement.
FIFA's own regulations clearly state that "suspension" or "postponement" can only be considered under a condition where a Wet Bulb Globe Temperature (WBGT) exceeds 89.6 F (32°C). Though looking at the forecast, this seems less likely to reach, and maybe FIFA kept it a little high for a reason so that it can't reach easily and trigger a postpone or delay which raises other sorts of commercial issues.
According to a statistical model, this year’s World Cup expects 26 games to take place in conditions of at least 26°C WBGT, of which 9 are in stadiums without cooling.
I would put the probability somewhere around 30% to 40%, given FIFA's track record of resisting postponements.
